How can revenue collect tax owed if living in germany?

Someone I know owes revenue a couple of thousand euro but now lives in germany. It's unlikely she'll be moving back here. Can revenue collect in this situation?

Revenue will put a big red flag on their system and they will swoop if she ever has any business with them in the future.

They can pursue her abroad, especially cos she's in the EU, but for that amount of money they wouldn't bother, it would cost more to collect than the gain made. If she comes back, yup.

They normally look at collecting from the State pension or other state benefits if applicable, just look at what they did to widows/widowers of folk with DIRT arrears.
