Moving a small shore

I am looking to put a shed in the corner of my garden but unfortunately there is a small shore in the way. Its a black plastic cover about 1 foot by 1 foot. I took it off and had a look inside and it covers some sort of drain, going in one direction, not part of a cross section. It kind of looks like it covers and pipe…

(hard to explain, I will get a photo if it helps)

Is it possible to get this moved ? Would anyone have a ballpark figure I can expect ?
