Water Softener Head Unit problem

Hi all, My mother is having a problem with her water softener. It does not seem to be coming on. I took a look and I'm not sure what the issue is. Hi all,

My mother is having a problem with her water softener. It does not seem to be coming on. I took a look and I'm not sure what the issue is.

Here's what it looks like (click for a bigger picture):

I manually put the red dial to "START" this evening around 7.45 - it started to make some noise as it obviously tripped the appropriate valve, but I went back just after 9 and it had not moved at all.

Also - I'm wondering what the little black lever thing to the below left of the "START" is ? I fiddled around with it a bit, but not sure what it is supposed to do, or if it should be in a certain position.

The water softener head is 26 years old, so I would not be surprised if it's starting to act up.

Anyhoo - any advice would be greatly appreciated !
