Help with definition of "Set down only " and "parking space"

    Traffic warden went off on a rant today and gave tickets to two friends. Photos will help explain.
    One parked in a bay with a sign saying "Set Down Only"
    I can find references to Loadings Bays but nothing referring to a "Set Down Bay"

    The other guy parked in a short length of street where about 6 cars can park all day. No parking restrictions apply to this street.
    One area has space for two cars marked on the ground if parked parallel to the wall but if you park facing the wall, four will fit. Sometimes, your choice of parking is determined by who has already parked before you. There is a set-back and no car causes a traffic obstruction to onconing traffic. The other 4 cars park parallel and there are no spaces marked on the ground.
    Ticket was for "parking in a manner prohibited" with the comment "Not wholly within a parking space"
    Advice appreciated.

    That looks like a fair cop, you can't just make up your own "more efficient" parking arrangements.

    Drop off means exactly what it says.

    Driver pulls up let's passengers disembark.

    Would you consider writing to the county council and asking them to change the layout of the parking spaces?

    Will both those cars pictured not be reversing blindly into oncoming traffic.

    The silver SUV even more so.

    Check the relevant local authorities bye laws for their definition of a set down area and also if the location is called up in the schedule, the text below is taken from bye laws from Tipperary but I would think that the definition would be fairly standard across the country. If there was a clearly visible sign or road markings stating that it was a set down space and it's called up in the council bye laws then it's a fair cop.

    “Set down Area” means an area on a public road where a traffic sign indicates
    that passengers may only board or disembark from vehicles within a specified
    period.
