Can anyone tell me what happens if a person signs an agreement to be executor to a will but then some time later decides he/she does NOT want to be executor upon the person's death.

Can the would be executor simply refuse to take on the role when the time comes or is it too late at that stage having previously signed an agreement to be executor?

An executor can always refuse to act and can indeed resign. If the testator is still alive the proposed executor should inform the testator so that a new executor can be appointed.
