Does a witness to a registry office marriage in Ireland have to be an Irish/EU citizen? Or does it not matter as long as they are over 18years of age?

Well for us they needed PPS number and over 18 plus name and address.

The only statutory requirement is that the two witnesses should be "persons professing to be 18 years or over" and that, if they do not have a sufficient knowledge of the language of the ceremony to understand it, there is an intepreter present to translate it for them. (The interpreter cannot be either of the spouses, or the other witness.)

The provision about language interpretation plainly indicates that they do contemplate that witnesses might be foreigners. So, not only is their no requirement for Irish nationality, but there is a clear expectation that at least sometimes the witnesses will be foreigners.

You don't need a PPS number for witnesses - just bride and groom.
