    Hi guys,

    I was trying to open a business in September 2016. We were in the process of negotiating a lease for the premises that we were in and from Sept 16 to dec 16, we carried out some cosmetic work on the interior, while paying a monthly rent. The business never opened or traded and the lease which would have been signed for 5 years, was never ultimately signed.

    I'm now after being sent a bill from the city council of 12k for unpaid rates for the last two years.

    Where do I stand on this? The premises was put up for rent immediately when we vacated in Dec 16 and my understanding from looking at various council websites, is that the occupier or owner who has the property on the date the rates are set, are liable for the full year. We weren't in the premises on the date that any rate was set.

    Any advice is welcome
