Not sure if resident for 3 to 5 years due to travelling long term.

    So my question to anyone who might know is this. I am not sure, but I have been travelling long term and only been back in Ireland a year and two months roughly. I haven't been a long term resident of anywhere in the past 5 years. And when I signed up for job seekers allowance, they knew of this and said it would not affect my application. So my question is would my situation also affect me if I were to apply for free fees, what would happen even though I am an Irish citizen born and raised?
