Grant Combi electrical fault PCB?

Grant outdoor Combi has had two problems recently 1) boiler went through a phase of hot water not working and also heating is constantly on when boiler is powered from mains electric. I thought this was the diverter valve but replaced this and problem still there. 2) now the boiler will not switch on as it keeps blowing…

2) now the boiler will not switch on as it keeps blowing the 5 amp fuse at the mains.

Do the above problems sound like it could be a problem with the PCB. My plumber seems unsure and reckons he can only fix the problem if we can get power restored.
