No tax /Insurance

    Hi hope someone can offer some advice here.
    A friend of mine was stopped with no tax ,insurance,licence.
    Now he knows he was stupid(he is selling the car and went out in it thinking he,d get away with it)however he was caught and the car was taken from him.
    The guards told him he would be summoned but this morning in the post he received a fine (60 euro)for no tax.
    The question is why was he sent a fine in the post for no tax when you would imagine having no tax or insurance would be dealt with in a court appearance when he is summoned.
    Has anyone experienced some thing like this?any advice would be great.
    The licence wasnt an issue as he produced this the next say.

    I would say court summons around 9 months from date of offence, depends on the area.
