Was looking at getting a new ( maybe refurb Macbook Air)

If in a years time, Can I upgrade the SSD myself ?

Yes, but only with custom-fit replacements designed for the MacBook Air. Afaik OWC (the link above) are the only third part ones available. It will also void your warranty.
