New build. Remove a few windows without planning?

    We are starting a new build at the end of February 2018 and we feel there are too many windows to the side of the house. The more we look at them we realise they aren't practical (bed will be under a window, no bare wall for a wardrobe in one bedroom). Our architect/engineer is adamant they must remain but our builder says as long as we don't remove any windows at front or back of house there shouldn't be an issue. We will be changing our engineer before the build begins as he has been extremely unhelpful and delayed our mortgage application by 2 months as he refused to fill out forms properly. He claims he would have to redraw our plans and go through planning again to remove ANY window. I know if we went ahead and left out a window or 2 he wouldn't sign off for the next draw down. Would appreciate anyone's advice on this issue. Are we stuck?

    Legally speaking, your Engineer is correct.
    Also from their perspective, They may have good relations with the council, the council know they will adhere to their restrictions, and are going to build whats on the plans. This means they can be less fussy with them.

    However if an engineer continually builds different from the approved planning spec, then they will have more issues getting planning in future.
    So I can understand why the Engineer wouldnt be happy to sign off on changes.

    Its not unheard to have slight changes such as your mentioned changes. You have to find an engineer that is willing.
    If you get an inspection and the council discover said changes, it may be costly.

    Are those windows required for escape?

    I don't know that bed-under-a-window is necessarily a terrible idea with modern triple-glazed windows, is it? Particularly if it's well insulated/airtight enough not to need rads in the bedrooms.

    Look up "bed under a window" in Google images. There are loads of nice examples.

    You can request a minor alteration to your planning to keep everything above board. Send in a revised drawing of the elevation with the windows removed. If it is acceptable to the planner you will be given permission for the minor alteration and it will be noted on the planning file. Otherwise, you will have to leave it as is. I used this process to add a chimney and a couple of veluxes and found the planner very accommodating.

    Maybe your architect is against removing them for aesthetic reasons in which case the planner may reject it for the same reason.
