Went and viewed a 2005 peougout 205 today. Ad was recently put up today on FB. Car recently passed NCT and is taxed until March. When taking the car for a test drive I could hear a "scraping" sound from the side. The person said it was the mudflaps that they were put on far too low. He said he will remove the front mudflaps but not the back ones for some reason

Surely if there was something seriously wrong with the car it would have failed NCT?

    206 I would guess.

Not an ideal car as they have many issues.

Are you sure it's not the tyres rubbing as car has been lowered.

If you want something reliable look further.

    Petrol or diesel?

Seriously I would stay well clear unless very cheap these cars don't take age to well.

Look up the likes or Hyundai, Suzuki, Toyota, Skoda etc.

Petrol. I have agreed a price of 1150. Car has done 75000 miles. Very clean car.

It's at the point of issues will come on, so what you have agreed a price you aren't in a contract I would be looking to pay less then that.

Rubbing issue etc what sort of mud flaps, was it a little boy racer and ragged out of it.

OP, you should have a mechanic check the car over especially if it your first car. You don't want to be buying a pig in a poke.
