Getting rid of water storage

I moved into a new apartment few months ago, it doesn't have much inside storage. It has a smallish 'hot press' and is taken up by a 2m high water storage tank. (Hot water coil at bottom, freshwater at top)

To me, it seems to serve no purpose. Mains cold pressure is good in both kitchen and bathroom, electric shower fed on mains as well and the hot water pressure terrible as the bottom of the tank sitting lower than the taps. And there is this frigging coil hot water thing that I have to switch my gas boiler on to get hot stuff and it's very slow. My newly installed quarter turn tap is giving me a hard times as the hot must be on full blast to get something flowing, the cold one needs to opened a tiny bit, because it gets cold very quick. ( I suspect limescale build up as the previous owners might not have been up to scratch with maintaining.)

Am I right assuming to better off of getting rid of the whale sitting in the press and getting a smaller hot water storage tank, raised higher up and gain some room underneath for storage? Even thinking about getting a combi boiler replacing the current one which is over 12 years old.
    Thanks!
