I bought that PlayStation Wireless Headset 2.0, and I just can’t get it to work I think. I charged it up a bit, put the wireless receiver thing in so the blue light was blinking on the front, just can’t get it to work, so I assume I’m missing something?

Make sure your Audio settings are correct. Select HDMI and check All Audio not Chat Audio.

When you move the switch on the headset to position 1, does it beep once?

Does the light turn a solid blue?

On the headset. There is an LED beside the switch. It turns red when charging and blue when connected.

No it doesn’t. The only time I’ve seen the light on the headset come on is when it’s been charging.

Try downloading the 'headset companion app' in the PS Store.

When you have it installed, run it and you'll be prompted to connect the headset to the PS4 using the charge cable (USB -> Micro-usb). Once connected it will run an auto-update.

Once complete, turn off the headset and reboot the PS4. When the PS4 is at the homescreen, turn on the headset.
The headset LED should flash blue then turn solid blue when connected. If it doesn't, you may have a faulty one.

The following is taken from the manual so apologies for the formatting. Though it might help if you're still having difficulty.

    Headset
Indicator color Flashing pattern Headset status
    Blue Solid In use
    Flashing once repeatedly Pairing mode
Flashing twice repeatedly Connection standby mode
    Red Solid Charging
    Purple Solid Microphone input off
Orange Solid System software update in progress

    Wireless adaptor
Indicator color Flashing pattern Headset status
    Blue Solid In use
    Flashing once repeatedly Pairing mode
Flashing twice repeatedly Connection standby mode

    Headset Companion app
With the Headset Companion app, you can select an additional audio mode for
your headset. There are several modes to choose from, each optimized to enhance different audio characteristics. These modes are developed exclusively for use
    with PlayStation® systems.
To get one of these audio modes, download the Headset Companion app from
PlayStation®Store and follow the on-screen instructions.
Once this process is complete, you can experience your selected mode on your
headset by sliding the POWER switch to position “2”.

    Resetting the headset
If the headset does not respond when you try to operate it, reset it by doing the
    following:
1 Connect the wireless adaptor to a PlayStation® system or other powered
    USB port.
    Reset button
2 Insert a small pin or similar object into the hole surrounding the reset button
in the wireless adaptor, and push in for at least one second.
3 On the headset, hold down the MUTE button and the VSS button.
4 While still holding down the MUTE

I've tried the reset thing, it doesn't work. The wireless receiver blinks, but the headset doesn't come on. Even when connected by USB, the red light comes on for charging, while the blue light on the USB receiver is on, but when I disconnect the headset from USB, the blue light on the USB receiver starts blinking again and no light on the headset at all.

That doesn't sound right at all.

When you turn the headset on, (the PS4 should be powered on), it should flash blue to indicate it is trying to establish connection.

Try the headset companion suggestion if only to rule it out. After that, if it still doesn't flash blue, I'd be looking to return it for a replacement.

I used the headset app, I could see the blue light blinking on the headset when it was plugged in via USB, but when it only blinked and never went solid blue, and it stopped as soon as I unplugged it.

You may have tried it already but try turning the headset off. Then powering the PS4 off and back on.
When you're at the home screen, turn the headset on. See if it makes any difference...
