Irish water refund

Hello,
My refund was going to be issued in 5th of December and I still have no received it.Is it normal this delay?My current address is in Spain and I changed it before it was going to be issued

 Off topic for a min, seen an article about property tax being reviewed soon are they going to scrap it too? wouldn't mind a refund from that ---never paid for water so no refund for me from them.Ahhhh

I've also yet to receive my refund, I updated my account info with my new address in November and received a phonecall & email on the 20th of November verifying my new address from an Irish Water rep - Mariella.

Can I please get an update on my refund? The phone is never answered...

I wish to know to where I need to send the proof or residence and proof of payment as the account stills under the name "The occupier" ? this to can get the refund
