Hi, I am currently on Job seekers allowance since November 2017. I’m wondering Can I transfer from JSA to JSB as I have over 13 weeks contributions paid in 2016.

No because you have not suffered a recent loss of employment.

I copied this from Citizens Information website.

To qualify for Jobseeker's Benefit, you must pay Class A, H or P PRSI contributions. Class A is the one paid by most private sector employees. Class H is paid by soldiers, reservists and temporary army nurses, who do not qualify for Jobseeker's Benefit until they have left the army. To qualify you need:

At least 104 weeks of PRSI paid since you first started work
    And

39 weeks of PRSI paid or credited in the relevant tax year (a minimum of 13 weeks must be paid contributions*)
    Or

26 weeks of PRSI paid in the relevant tax year and 26 weeks of PRSI paid in the tax year immediately before the relevant tax year.
*If you do not have 13 paid contributions in the relevant tax year, you must have paid 13 contributions in any of the following years:

The 2 tax years before the relevant tax year
    The last complete tax year
    The current tax year.
The relevant tax year is the second-last complete tax year before the year in which your claim is made. So, for claims made in 2018, the relevant tax year is 2016.

Thanks see when I first applied in November, I knew I didn’t have enough contributions in 2015 so went on Job seekers allowance but now that it would be based on contributions made in 2016, I would qualify but it might not be allowed to transfer because of what Splinter is saying.

I would consider becoming unemployed in November 2017 as been recent. I don't know what the Department of Social Protection considers to be recent.

Do you have at least 104 weeks of PRSI paid since you first started work and 39 weeks of PRSI paid or credited in 2016 (a minimum of 13 weeks must be paid contributions)?

I really don't know if you can move now from JSA to JSB because when you did sign on you were not eligible for the JSB.

You should call into your Social Welfare Office and ask about it. They will let you know.

I would have the contributions required since starting work and paid in 2016. I will ask the social welfare office about it. Thanks.
