Seatbelts 131 Golf

Hi , I have just bought a 131 golf. There is an issue with seatbelts that if car is pointing uphill then front seatbelts will not come out due to the seatbelt dollar bearing out of sync, but when car is pointing downhill it works. Does anyone else have this issue.
