I'm just correcting tests at the moment and there's a sentence 'She lives in county offaly'. Should 'county' be in capital letters as well as Offaly? If so why is this?

As I see it, County Offaly is the name of a place so it is a proper noun and should have a capital letter.
In a sentence like, “She plays for the county team,” it doesn’t refer to a place so no capital.
