Without planning permission it's possible to build a small wooden cabin in a garden to live in. Is it possible to build a similar cabin using existing septic tank etc. in a walled garden of a listed house without planning?

Well considering it's in a walled garden, I wouldn't worry about it, no body's gonna see it. ðŸ˜

No on both counts. Planning permission required.

Is there not an exception for structures under some figure like 25 square meters?

Not to live in (for any house) and there are no exceptions/exemptions for a protected structure.

Would listed building status prevent getting planning permission in this situation?

No but you do need to apply planning permission. However, unlikely to be granted for 'live in', and, especially if the walled garden is of architectural/historical significance.

You really need to speak with a conservation architect to look at possibilities/discuss options.

No it’s not, planning is required and most likely refused. Whoever gave you this information is wrong and you should clarify any other snippets of info that person also gave you.

Planning still required. Conservation Architect required as you will have to submit a conservation report and you will be dictated by what exactly is protected and not.

Also, it will be treated as a new dwelling, so all other new dwelling requirements need to be met.
