Boards.ie condoning of trolling

Yesterday there was a thread in AH which was purely to get people to troll an "Irexit" event by booking fraudulent tickets. This was let go all day, so obviously it wasn't a problem until it eventually "went off topic" (the cardinal sin).

Seems pretty dodgy if boards is allowing itself to be used as a base for online trolling of other sites, pretty much like 4chan or something. What's the policy around this? What sort of trolling is allowed to be discussed and organised here, and what sort isn't? Some clarification on the matter would be great.
