I'm not intending to open a shop or anything but where do the small independent news agents and shops usually buy their stuff in from?

Are they facing a fierce uphill battle by not signing up to Biwahoog Foods group or Musgraves and becoming a Spar / Centra?

    I have a Musgraves card and I'm not a symbol group. I don't have a shop either.
So I would think that anyone can be a business customer.

Ring them and ask, then let the forum know the correct answer.

Musgrave's and other wholesalers. Direct from suppliers eg papers and bread. Distributors for frozen food, local small suppliers, drinks companies, local creamery....anywhere really. Being a small independent shop means they are not tied to a single supplier

Found out from a place near me that is turning into a spar that BWG Foods actually pay for the full refurbishment & modernisation of the shop. So that is providing the incentive for normal shops to become one

I think if you're registered for VAT you can buy from Musgraves or any cash and carry outlet.

Yeah this is fairly common. Friend who owns a corner shop has switched brands (and main suppliers) a couple of times over the years and each time was able to get substantial assistance with renovations / upgrades etc.,
