How many liters per hour does an oil stove burn

    I have an EFEL harmony 2 oil burning stove. It came with the house do I have no idea whether it is more efficient to keep it on or leave it off and let the underfloor heat the room.

    On the back there is a sticker in French with the following information. If anybody knows that this means it would be great if you could share :

    Fabrique: 99-04 (assuming made in April 99)
    P Nom (W): 9000 (9kw????)
    Débit (l/h): 0.4/1.1 (is this liters per hour on min and max settings?)
    Vol.cor (m3): 250 (???)

    Just used 2600L of oil in the last 14 months even though the insulation was upgraded and every room has a programmable thermostat. Cannot understand how we are using so much oil, the house is never set to more than 18 degrees with rooms only heated when heat is needed. A Neighbour said that they leave their oil stove on 24/7 in winter and it heats the whole house.
