Mains leak from neighbors house diverted to shared drain

I’m looking for some advice on a mains leak.

I have a family member who live on a small terrace from the early 1900s so the houses are fairly close with thin boundary walls.

Outside the neighbors house had a constant collection of water in between the front window and drive for the last year or so, they recently a few fellas out to install a drain and put down slabs.

They created a flow into a shared drain between both our houses that now sounds like a tap left on constantly pouring into the drain.

The gutter down pipe goes into this drain so it is flat against our house.

The neighbor is fairly old and apparently can’t hear the constant sound of pouring water and also won’t want the new slabs taken up to repair the broken pipe.

Can we do anything about this ?

The burst pipe is on private property so Irish water aren’t oblidged to fix it.
