Can I remove the stip from the tray? Looking to replace the one that goes under the tiles to one that sticks on the outside of the tiles

From what you've said, no, you shouldn't.

    Why do you want to?

I think the strip you have ensures that water doesn't escape through to the wall from the shower. If you put one in that sits in front of the tiles you will eventually have water flow in behind it regardless of how well it's sealed. (That's on the basis of what you've said...a pic would be useful!)

It no longer keeps the water from going back of the tray. I have sealed it 3 times this year and the seal just doesn't hold

The best job would be to remove the bottom row of tiles and fit a sealux pro 25 seal with sealux silicone.
if not removing the tiles, you will need a sealux reg25 and sealux silicone. you have to put sealux silicone on the back of the sealux reg 25.Wipe off and excess silicone with white sprits and a cloth.
if fitted correctly both ways are foolproof

Note from your picture you siliconed the wrong location.... You siliconed a sealed corner you should have siliconed between tray and the corner strip.
