I ordered something on eBay two weeks ago now, it dispatched (so said) on Thursday 30th November from the UK, hasn't arrived yet which I think is too long for something coming from the UK considering I paid 12 quid for delivery (it was a blu ray)

When I went onto resolve a problem on eBay itself, it only seems to have an option for getting the payment back through PayPal cover protection? Or am I missing something? I paid through my bank not PayPal.

Send the seller a message saying it hasn't arrived.

In my experience the seller always sorts it out.

Definitely from the UK and not the likes of China ?? So many sellers say they are from the UK and Ireland when they are actually in Asia

If a seller chooses not to use a signed for service are they responsible if it doesn't arrive ?

I don't know, but for 12 quid shipping when its not very far, I'd hope it included tracking. I messaged the seller and I'll see what he says.

As said above, first port of call has to be to the seller. Give them a chance to sort it out without opening a dispute. All messages should go through eBay message system or if you do have to open a dispute all messages should go through PayPal.

12 p&p is shocking for a dvd unless they undervalued it to avoid fees. I buy a lot of HDR Blue Rays. Some from Amazon and some from eBay. You can set the eBay search filter to free delivery. I've gotten a few from the states postage free. You just need to keep an eye on what region they are.

Isn't postage and packaging added to the price of products to get the fees now though?

If you didn’t use PayPal then eBay will try to wash their hands of it.

    Sort by lowest price.

The seller pays a listing fee and a commission of the sale price. EBay can't charge commission on the postage so a lot of sellers sell cheaper than you would expect & then charge crazy postage. They pay less commission then as they hid some of the sale price in the postage fee

If seller used ebay's global shipping crap instead of normal postage, it'd take up to 3 weeks until item eventually arrives.

The seller messaged me back and said if it hadn't arrived by Monday he'd give me a refund or replacement, can't do much more than that.

Didn't arrive so I asked for a refund and the seller's done it, can't argue with that.
