    1. A reversing car starts reversing
    2. A car pops up in behind half way thru and parks their car. A double park if you like because there isn't any spaces left.
    3. Reversing car keeps reversing and nicks the back of it.

    Who is at fault?

If you had seen them parking the car there but thought you could still make it, then it's your fault.

If you hadn't seen them and they 'pop up' out of nowhere, it's still your fault. :o

A reason why it's best to reverse into a spot and drive out.

It's fine to reverse over a badly parked pedestrian too

You're at fault I'm afraid. Happened to my missus at the school where she was reversing out of a spot and a car pulled in perpendicular to her. After we paid for it to be fixed I found out that it was the 3rd time that car had been hit in a similar manor - late for school and pulling in quickly behind parked cars and cars reversing into it but sweet f all you can do.
