Wifi Calling why so limited amout of Handsets supported

Hi Why is there such a limit on the supported handsets on Wifi calling, I want to move from 3 to Eir but my current phone and the one I will be replacing it with are not supported and I am unwilling to take the risk as it might be years before its opened up to others ???

My guess is that the answer is in the hardware rather than the carrier.
