How to top up pressure in hot press (hot water cylinder)

Hello, calling all expert of plumbing/ heating help please ! The pressure gauge in my hot press showing very low pressure like 0.3 bar. Can anyone suggest will this causing a problem to the radiator not heat up at my first floor bed room ? Please advise how I can top up the pressure on my hot water cylinder ?
