Post a picture of the ladder diagram as it is now.

I normally set bits for different states and then reset them as required. For example set motor run bit to true when:
    1) Motor start request =1
    2) and motor stop request not active = 1 (stop switches / EStops are NC)
    3) and thermistor relay input = 1 (thermistor healthy / alarm is not active)

Set motor run bit to false when any of the above conditions are no longer met.

Then the motor shall only run when this bit is true.

The slow motor winding output shall only be high for 5 seconds from the leading edge of the run bit becoming active. Once this timer has elapsed and the run bit is still true the fast winding output shall be high.

    Does this make sense?

I just had a quick look, on the dual speed diagram.

Ladder diagram, output y5 (km1) in the parallel section are you missing the control relay kA1 n/o contact?

I used to do all the parallel parts first on the ladder diagram.
