Heating for a bathroom

The fan heater in our bathroom recently packed it in so we are now looking at a replacement. It got me thinking about the best possible solution that would help prevent mound. It's a standard apartment bathroom without Windows, a single extractor fan in the ceiling, and a shower. Floor to ceiling is tiled but there is a risk of mould around the ceiling fan.

Would a new fan heater still be the best idea or would something else like infrared panel heating be a better solution?
I'm more interested in heating the room than the person as it is a ground floor apartment and never gets too cold in there.

    Any advice would be appreciated.
