Myson 3 port valve

I'm trying to figure out my heating set up and could do with a little help.

I have is a Flash Immerstat Timer that turns on/off the boiler, no CH/HW controls. From what I can make out there's 3 zones (HW/Downstairs/Upstairs). 2 x 2 wire thermostats control a Myson 3 port valve for upstairs and downstairs and a honeywell valve just before the hot water tank controls the HW.

My problem is that when I turn both thermostats all the way down, upstairs still heats up, making the thermostat upstairs redundant.

Is the Myson 3 port valve able to shut off both zones or does one zone always have to be open?
Looking at the Myson wiring box, the grey wire is not connected to anything, this should be a N.C switched live, but with only 2 wire thermostats is it even possible?

Any help would be much appreciated.
