do i need to send in a commencement notice prior to starting work on a new driveway entrance. I think one is required as planning was required(which was granted) however a work colleague thinks it does not as technically it is not a building.
If it is required do you have to go through the whole process via localgov.ie website with the opt out option

A commencement notice is required where you are doing work which require compliance with building regulations

Commencement notice is not required as it is not the construction of a new building, extension to a building or material alteration to a building.

Of course the Building Control Authority will accept one as the €15 is well valued to them :)
