Strange message from buyer on eBay

I just had an item sold on eBay, I can see the payment made to my PayPal account and on the eBay website it's marked as sold.

But ten minutes after buying, the buyer sent this message through eBay:

"Hi, just bought your item, but eBay PayPal are holding back your payment until I receive the goods and everything is OK, they need a tracking number etc, can you send ASAP so we are both sorted, cheers"

Which makes me suspicious. Not sure what the angle could be here. Is he just looking for me to ship it asap so he gets it faster?

This is a well known scam. Don't send the product!

How does the scam work? I can see the money in my PayPal account. Does it just disappear when the item is sent? I thought you couldn't retract a payment once made.

They can claim the money back somehow, say they over paid or something. It's defo a scam. Google it and it will give you full details.

Wonder how I should proceed here. Doesn't seem to be an option to cancel an eBay transaction. Should I refund the PayPal payment? Feels like I could leave myself open to him getting the refund then opening a case and getting more money.

Friend of mine was in a similar situation, he was selling a car part on eBay, payment was sent through PayPal and the payment was 'held". The part was sent and "never arrived" to the buyer. Low and behold he opened a dispute and the payment was refunded to the buyer.

Don't send it. The buyer is acting suspicious. Refund the money. They are 100% lying. Why would paypal/ebay tell the buyer that? The question is what is their motive.

It could be a stolen credit card and they are trying to push you into posting the item asap before card gets reported stolen

Canceled the transaction (strange the option wasn't there on ebay.ie but was on ebay.co.uk)

Here's the messages back and forth:
    Him:
Hi, just bought your item, but eBay PayPal are holding back your payment until I receive the goods and everything is OK, they need a tracking number etc, can you send ASAP so we are both sorted, cheers

    Me:
What you are saying doesn't make sense. EBay do not hold payment until items are shipped. Items are only shipped once payment is received. Your message makes me suspicious of this transaction.

    Him:
No it's a new thing eBay are doing have you got payment in your account, I sold my Xbox and they witheld it until the buyer a had received it, Google it, nothing dodge, if your not comfortable I'm more than happy for you to cancel transaction not trying to do you check my feed ack

    Me:
I've cancelled this order and you will get a refund.

    Him:
Hi, cheers for that but your going to have the same issue whoever buys it, its eBay's new policy, good luck
