Fungus Gnats?

I noticed that a Mother of Thousands seedling I have isn't doing too well since I potted it on, two others that are still in a seed tray with various succulent snippings are doing well. Inspecting it closely last night I saw several small, thin, transparent worms on the leaves, which are damaged.

Are these fungus gnat larvae? My research says that they attack the roots, which would tie in with the plant's general failure to thrive, but these are definitely damaging the leaves of the new plant.

What can be done, if anything, to save the plant? I hate losing any.
