Lever ball valve & reducing mains Pressure Noise

Great water pressure here, and as mains stopcock was hard to shut off (oap) I got a lever ball valve fitted above it.

There is a lot of excess noise now when water is being drawn in to tank in attic.

My question is can I use the lever ball valve to reduce the filling pressure by turning it nearly off. Its at 1.10 past the hour and only goes to 1.15.

or can only the stopcock do this for me as in the past.

you are not reducing the pressure only the flow rate its now like a pinched hose
I think you need a pressure reducing valve but I'm open to correction

I got back to square one by leaving the lever ball valve fully open (just need it as an on/off valve anyway) and turning the stop cock down to where I had it before which is just back a bit from fully closed. Happy days again:D
