I use Private Internet Access. It has one.
Pretty sure Cyberghost did too when I was using that.

    https://windscribe.com/

Windscribe has a server in Dublin, need Pro to access it.

Google it with lifetime to get a deal for $49

If you are fairly technically minded you could create the VPN through Amazon AWS, with an OpenVPN instance located in Ireland

You can do all that on the free tier as well!

But only free for a year, I think?

Yep, definitely only free for the first year - which isn't a bad offer. Lets you get an idea if it is suitable or not.
