Will a 60hz monitor be enough?

If it's for gaming, forget IPS & get a VA or TN monitor.

The refresh rate (Hz) & response rate (ms) on them is far superior.

Yeah IPS are vastly overrated, i have both LG 1440 IPS 60hz and a Dell 1440 Gsync 144hz TN side by side and once you get your settings half decent theres nothing between, max 5%- 10% difference if your really looking for a difference and staring at a still image or something.
While gaming its not even noticeable and im super fussy to say the least.
The difference from 60hz to 144hz is massive however.
Higher hz before anything else for gaming imo.

Having said that 60hz is ok on slow paced games.

I'm in the same opinion boat here. Back in 2014, I was averse to TN panels, and I went with a 1080p IPS panel. It has served me well, however. TN has the upper edge in gaming due to faster response times, but it's a no-go if you're especially into photo editing.
