Car hire for novice driver or non EEA licence holder resident

Does anyone know of any car hire companies who accept novice drivers, or who accept non EEA licences where the driver is resident in Ireland for more than 12 months?

My partner and I are desperate to hire a car for scouting out wedding venues, but even though he has two full licences, we can't seem to find any hire car companies that would cover him. Would it invalidate the insurance/be some kind of fraud if we said he wasn't resident in Ireland? What is deemed "resident"?

Apologies if this is in the wrong forum, I'm on mobile so might have missed somewhere more appropriate.

Novice - I have never seen under 2 years accepted

Non EEA resident >12 months here - they've no way of checking but it would be illegal for the driver.

    Maybe go-car or dan dooley.

Have managed to do a bit more research today - Dan Dooley require you to hold an Irish licence for at least 1 year, but they don't mention anything about residency for a non EEA licence, so it seems we're grand to go with them.

Also, surprisingly, I've just called Enterprise after trawling through their site, and they have no minimum licence holding limit for Irish drivers! Could have sworn I had ruled them out previously, but I called to check and they confirmed.

Hope this info proves useful to others as well.

The residency for a non EEA licence is the law, not a rental car firm decision. If you're over a year you can't use it - own car or hire car.

Enterprise may require a temp transfer of insurance to allow a resident drive on a non full 2+ year licence. Hence someone without a car can't hire one.
