[ADVICE] litter fine, help?

    Hi guys,
    I was looking for some advice.

    I recently got a litter fine dropped though my fire (literally through the door. Not stamped or dated and back dated a month)

    Anyhow, it seems that the rubbish I placed in a bin was removed and placed on the church, probably by a neighbour as the bins aren't numbered on our street and they might have thought it was theirs and removed it.

    So, as my name is on the receipt, I'm getting fined.

    Do you think I can appeal it? I know for a fact I didn't litter (never have, never will, I'm a bit of a goody two shoes honestly)

    Any advice would be greatly appreciated, negate I don't have the money to pay the fine.
