Planning - Flood risk assessment section 5.28

    Hi,
    As part of further information for a planning application I've been asked to commission a report addressing section 5.28 of https://www.opw.ie/en/media/Planning%2520Guidelines%2520-%2520FRM%2520-%2520Nov%25202009.pdf

    This is for planning on a garage for a house built before the new flood rules came in - hence section 5.28 applies. What I'm confused about is what the report is to assess - my reading is that it's not really for the risk of flooding of the garage itself, but more to see if this development would impact how a flood would develop or impact other properties. Is this the case or is it that of the garage has a risk of flooding it's a flat out planning refusal?

    I think you will find that it is whether the site where you want to put the garage is likely to flood, though I suppose if the garage were likely to cause flooding or exacerbate it, then that would be a problem too. From what I understood when I came across the situation all they have to show is that it is a possibility. I was quoted 2k for a report. I decided against the property.
