There's a thermostat directly on our water tank. Does anyone know if this affects the temperature of the hot water from taps, the temperature of water going thru the rads, or both (Was hoping to run the rads hotter)?

Potentially yes to both taps and heating.
You need to check what it is wired to, normally a motorized valve.
A cylinder stat normally cuts off heating to the tank when a set temperature is reached, all the heat then going to the radiators.
As you feel the water at the taps is too low it maybe because the stat is set too low, check the temperature setting as it looks , to me, like it is too low.
If the water at your cylinder is less than 55 degrees Centigrade you are in danger of spreading disease.
Might be worth posting some more pics of the surrounding pipe work etc. as some heating guys on here can give more informed advice.

Did not know that! Have it at 60 now. Cheers.
