Low water level in WC

    Hi.
    Looking for some advice as the water level in the downstairs WC has dropped. Notice some bubbling noise from the shower in the same room. Toilet has blocked before but that is always resolved with rods. Have to rod two WCs upstairs that feed into the same line every now and again but I think that's down to teenagers not flushing and using too much roll. I think the downstairs WC is filling properly. It's one of those units with a split button on top for a half flush or full flush. Have not taken off the lid as I'm worried I'll break something in the process. Have emptied a bucket into the downstairs WC and it still drops to the low level. No obvious sign of a leak in the downstairs toilet. If I need to call someone, who would I call first, a plumber or a drain cleaning company ? Any advice appreciated.
