Hi, does anyone knows if learners penalty points affect driving test exam? Can you be allowed to take exam if you have penalty points? And can you pass?

    Thanks

Of course you can't take a driving test if you have had a penalty point driving ban but if you're not forbidden from hold a learner permit, then there's no reason you can't take a driving test.

The wait time to resit the test is way too long IMO.

Would also love to know the stat's on learner drivers and fatal accidents (I know there was a very tragic case where mother & daughter where killed by a learner driver RIP) but I recon it's the 'cock sure' experienced driver that is responsible for more of these ratio wise.

Think anyone who has claimed more than twice on insurance should have to resit test. This would mean employing more testers of course.

That's a serious offence. A judge can apply harsh penalties if they so wish.

Also I hope you're very well paid as your first few years insurance will be hugely costly.

Nobody should be on the road without insurance, it is madness.
I know the price of insurance for a learner is crazy, but to drive without it is very stupid.
No full licence, no insurance! they must've took the car off you?

Exactly. Driving without insurance goes beyond the penalty point regime alone - it's a mandatory summons to court at which time the 5 penalty points may be just part of the punishment. Your friend can consider himself lucky if the judge just orders a fine and points. These points will be added to any pre-existing points the driver has meaning they may lose their licence by either the court order or by the mandatory penalty point ban.

Having said that, if your friend survives with his learner permit intact or if his punishment doesn't happen before the driving test, there's no reason why he can't take the driving test as long as he has his learner permit entitlement (and the physical learner permit) on the day.

His test will be on 4th December, and since he failed to produce insurance disc yesterday, he wants to pay insurance now before the court or fines. Not sure if that might help?

Unlikely to do any good. Also, he needs to disclose to the insurer that he has a prosecution pending. That is not going to be an easy fix

so without disclosing will be a worst case scenario i suppose?

Don't waste your time insuring without disclosing your full circumstances. Your troubles will double overnight and stay with you for many years, insurance wise

Your friend is already in a world of poop. If he couldn't find the money for insurance before now, you can bet his motoring costs are about to get much much harder and that's assuming he can hang onto his learner permit at all. If he gets a ban or even if he just gets 5 points for no insurance and a fine, the cost of insurance is still going to hurt badly IF he can get a quote.

Maybe driving is going to be off the cards for him for now. Getting his head around that possibility is prudent. The law takes a very dim view of drivers who begin irresponsibly and that certainly describes him.
