Load bearing filler

    I'm building a water feature on my patio which will sit on top of a 1 meter diameter circular stone wall that's about 60cm high. Internally the wall is 4" solid block and externally it's limestone.
    Ideally I'd fill it all with gravel as this is what I want exposed at the top. But I don't have enough gravel to fill it all.
    So I need something that I can fill the bottom of it with and then just put a layer of gravel on top.
    On top of the gravel will sit the water feature, it'll be heavy enough so I want to keep the weight of the filler down. Is there anything like expanding foam that would be suitable for this?

    If its taking weight I certainly wouldn't be recommending any type of expanding foam. The cheapest solution would probably be soil, compacted with a geotextile on top to stop weeds (for a time), then gravel on top.

    It's sitting on the patio and I've left a 3" gap in the blockwork for drainage so soil wouldn't do

    Why not? If the soil is compacted, it'll be stable and if light is kept out, no weeds will grow. Is water going to trickle down through this? Failing soil, get some old blocks or stone and break them up yourself with a sledge hammer. Then cover with your gravel.

    Ya rain water will run down through this so don't want to use soil.
    I might just go with a sheet of marine ply on top of blocks.

    Cement in some cavity blocks with some paving slabs on top.
