    They are already liable to tax under the self-assessment system - just like other self-employed individuals. If you think they may be underdeclaring you could make an anonymous report to Revenue. It's likely the taxman will put them in the audit queue just behind teenage grass cutters and Bono.

    Just tax them yourself. Next time you give them some change, withhold the appropriate percentage you think they should be taxed, and donate it.

    Beggars be taxed sounds like something you'd say if you're confounded about something- "well beggars be taxed I never knew that".

    It depends on what they are doing. If providing a service like playing to spoons for you or singing a rousing rendition of Danny Boy then it may be a case of exchange of service for remuneration so it could be taxable.

    On the other hand if a guy is sitting and zonked out of his head and people are giving him money these could be considered gifts. If none of the payments are more than 3k then there would be no tax.

    I never like giving beggers money. It just never feels like a good idea.

    Definitely not, however I do believe they should be paying for the spot that they sit on.
    Rental or an option to buy should be an option too.

    You hear loads about this "homeless crisis" we're experiencing, and I have a lot of sympathy for people who have lost their home through global downturns, fiddled trackers and all that kind of stuff. Families in hotel rooms and so on - it's a terrible situation for most.

    But....if you are lying in doorway reeking of piss and begging for your next bag of gear or bottle of buckfast, you aren't a victim of anything, you're just a fúcking waster!

    You hear loads about this "homeless crisis" we're experiencing, and I have a lot of sympathy for people who have lost their home through global downturns, fiddled trackers and all that kind of stuff. Families in hotel rooms and so on - it's a terrible situation for most.

    But....if you are lying in doorway reeking of piss and begging for your next bag of gear or bottle of buckfast, you aren't a victim of anything, you're just a fúcking waster!

    I'd say there a a proportion that are wasters alright, but there are also others that aren't and stuck where they are.

    I'd say there a a proportion that are wasters alright, but there are also others that aren't and stuck where they are.

    A lot are heroin addicts.Most are begging from bag to bag and trying to raise there payment for their hostel.
