This is only required if one of you is not Irish. It's a document issued by their home country which declares that they are free to marry - i.e. they are not otherwise legally married in their home country.

If you're both Irish, then the HSE can verify this themselves without any documents.

Thanks so the only thing that irish people need,
is passport,
birth cert,
proof of address
ppsn numbers?

As well as witness details

Yep, I'm 99% certain that's all we brought. I got confused by the civil status thing too!
