Car painter not playing ball

I'm not sure if posts like mine are allowed here but here goes.

I left my car in to be re-painted way back in 2012 or earlier with a very good painter who at the time said he could undertake the work in 10 weeks. At the time I was ok with it slipping on a little but now to date I have had half the parts painted (and paid him half) but still waiting on the rest. He painted the main body of the car in 2014 (I think) and I've received nothing from him since. I've tried calling him and texting him but he's not answering.

Legally, can I pursue this? Do I go to a solicitor, small claims court or how does this work? Where do I stand with getting money back for not finishing what he started? Or, can legal involvement give him a push to finish with some caveats that once painted he does panel gaps, polishing and paint matching are spot on or I won't pay him?

You sure you want someone thats not interested in painting your car to paint it. Paid half , half painted you aint really loosing much by moving on and giving the job to someone that wants to do it.

If the painter isnt interested it will reflect in the final product and will only lead to more conflict down the line especially when youre saying you aint paying anymore until the job is 100% perfect . Whats
