Import vintage tractor without log book

hi all. i am interested in purchasing a 40yr old tractor in the uk. seller has no log book but it has chassis plate. what problems would there be with registration. do i need to show vat paid also. I'm sure the seller is private sale.

Has there ever been a number plate on the tractor in the uk? If so maybe the seller could arrange that a replacemnt book be got... There used to be a system of getting a letter from a dealer or importer veirifying, date of manufacture frame no and other particulars, and then of to revenue or tax office i think, not sure if thats still in operation though.
