I've seen this facility in the US and UK, just wondering if there are any garages offering this service in Dublin or surrounding counties?

Main dealers do. We have you a good few customers that will wait for there car to be serviced it can be a bit frustrating tho because you don't want to keep the customer waiting for hours but you also don't want to rushing the mechanic to finish the job for fear he/she might over look something.

If a independent garage has a waiting area then you are probably more than welcome to sit and wait for your car to be serviced

Yeah, a lot of main dealers do 90 minute servicing.

And charge you handsomely for it as well.

I havn't seen any charging a premium for it over a regular service.

If you call ahead most decent independents would do while you wait.

I once had my car serviced at a garage that had a sign that said "cars serviced while you wait".
It took them three weeks. I can't deny that during that time I did indeed wait.
